Quality Assurance Specialist

Job Title: Quality Assurance Specialist

Job Status: Full-time

Job Summary: Under limited direction from a manager, the Quality Assurance Specialist uses specialized knowledge in employment and training, youth and education and skills obtained through experience, specialized training or certification to coordinate, interpret and implement quality assurance standards. Incumbent reviews quality assurance standards, studies existing policies and procedures and evaluates the effectiveness of the quality assurance program. Assures quality across programs and accomplishes quality assurance objectives. Develops, monitors or implements quality system processes from a program perspective. Conducts quality compliance audits and works with auditors on accreditation and compliance related audits.

Essential Duties and Responsibilities:

  • Interpret, formulate and maintain quality assurance programs and perform quality assurance reviews designed to ensure quality services consistent with national industry standards, compliance and state regulations
  • Prepare quality documentation and reports by collecting, analyzing and summarizing information and trends including failed processes, stability assessments, corrective actions and validations
  • Review quality outputs for compliance (internally and externally)
  • Conduct utilization reviews, productivity and policy analyses using statistical process methods
  • Consistently review agency policy and ensure consistency in implementation
  • Analyze and track productivity and performance levels and consistently assess ways to improve the program
  • Prepare regular reporting based on organization and grant related requirements
  • Prepare, present and/or recommend technical and program information and other training programs designed to educate staff on quality standards and requirements
  • Interpret, apply and recommend changes to organizational policies and procedures
  • Work with department supervisor or manager to develop an action plan to meet specific department quality program objectives
  • Monitor national and state quality assurance standards
  • Achieve quality assurance operational objectives by contributing information and analysis on existing program plans and reviews
  • Recommend practices, productivity, quality and customer-service standard
  • Identify problems, determine and recommend system improvements and monitor the approved changes
  • Validate quality processes for each program by establishing product specifications and quality attributes; measuring tools; documenting evidence; determining operational and performance qualification; writing and updating quality assurance procedures
  • Maintain and/or collaborate and improve program’s quality by completing a manual on program requirements, systems used compliance and audits
  • Collaborate with members of management team to develop new processes when/if necessary
  • Follow the funding sources requirements and Commission on Accreditation of Rehabilitation Facilities (CARF) standards applicable to the services provided
  • Operate standard office equipment and use required software applications
  • Perform other duties and responsibilities as assigned

Knowledge, Skills and Abilities:

Knowledge of:

  • Advanced concepts, principles and practices of national, compliance and state quality assurance standards
  • Intermediate concepts, principles and practices of quality standards
  • Advanced concepts, principles and practices of qualitative analysis techniques

Skill in:

  • Operating standard office equipment and using required software applications for program area and other applications, including Microsoft Office

Ability to:

  • Partner with other functional areas to accomplish objectives
  • Facilitate meetings, ensuring that all viewpoints, ideas and problems are addressed
  • Attend to detail while maintaining a big picture orientation
  • Gather information, identify linkages and trends and apply findings to assignments

  • Interpret and apply policies and identify and recommend changes as appropriate

Educational/Previous Experience Requirements:

  • Minimum Degree Required:
    • Bachelor’s degree
  • Required Disciplines:
    • Education, Social Science or related field

  • At least 2 years in quality assurance and process improvement
  • Any equivalent combination of experience, education and/or training approved by Human Resources

Licenses/Certifications:

  • Licenses/Certifications Required at Date of Hire:
    • Quality or Project Management certification a plus
    • Teaching Certification required for postings in the Youth & Education department

Working Conditions:

Hours: Normal business hours, some additional hours may be required

Travel Required: None generally required; Local, in-state, national, and international travel, up to 10%
